Locations & Uses
The first time Chibi-Robo is tasked with finding blocks for Dinah, the Red Block is found in the Foyer on a shelf above the first floor Outlet. Bringing the Blue Block to Dinah will reward him with 33 
Happy Points and 1 
Moolah.
The second time Chibi-Robo is tasked with finding blocks for Dinah, the Red Block is found in the Foyer on one of the stairway newel posts.
