Telly is an 8.5 cm (3.34 in) flying computer robot who acts as a helper for Chibi-Robo. Doing so directly by increasing Chibi-Robo’s mobility or indirectly by  providing helpful information about either tools or upgrades for Chibi-Robo or their environment.
Telly came packaged with Chibi-Robo and the Chibi-House -- Being able to feel emotion and talk, he often speaks for Chibi-Robo in front of the family and toys. Telly appears to be quite smart and calculates things often for Chibi-Robo, whether it be what Chibi-Robo should do next or what upgrade Chibi-Robo just received. Despite this it seems he is still fearful of many things much like the original model, [[Telly Vision]], and is easily influenced by those around him. Cowering when barked at or even remarking that [[Iberico]] seems cool. Unlike the previous model, however, he seems to be less polite, and very judgmental. Telly helps Chibi-Robo throughout the game in various ways from being able to contact Citrusoft to outright helping Chibi-Robo get to certain areas when you have the Helpful Telly chip installed. He does this by grabbing your plug, and then the camera switches to Telly’s perspective as you control him around. You are able to fly as far as your cord will allow him.

Telly can be considered to be a partner to Chibi-Robo and is very supportive of Chibi-Robo’s endeavors. He is cowardly in nature, usually sticking with Chibi-Robo unless he deems the situation too scary. Telly is quite smart, able to calculate many things and provide heaps of information. He is also very nice to those around him, often seeing the best in everyone. This leads to him being a little naive at times. While polite, and kind hearted towards others, he can be a little rude, and seems very judgemental of the family as he often remarks on the lack of income and cleanliness. Despite this, he does ask Chibi-Robo to do his best and help with the family’s finances and cleaning. Telly thinks of Chibi-Robo as a happy, cleaning machine and cheers him on constantly, and relies on him to make sure the house is clean and the family is happy.

This iteration of Telly appears to resemble that of a vintage Mac/Computer, with a floppy disc slot right under his screen, computer mice for hands and a keyboard attached to the underside of his body. His color scheme consists primarily of orange and blue, while the rest of his body is off white. His screen is completely black except for his eyes, in which one is usually bigger with a visible pupil, switching between either side as he speaks. On his sides are blue and grey headphones that resemble speakers rather than an actual pair of headphones, and his long, black arms. When his arms are not in use, they retract into orange slots on his side where the computer mice rest. His keyboard consists of ten blue buttons on an orange panel. On the top of his head is a rod with a propeller consisting of three blue and white blades coming from an orange central point. Despite the previous model having legs, it seems this is the point in which they were dropped for all future revisions and designs.
