Locations & Uses
The first time Chibi-Robo is tasked with finding blocks for Dinah, the Blue Block is found with Tao chewing on it in either the Kitchen or the Backyard, and Chibi-Robo can trade him a Bone for the Blue Block. Bringing the Blue Block to Dinah will reward him with 33 
Happy Points and 1 
Moolah.
The second time Chibi-Robo is tasked with finding blocks for Dinah, the Blue Block is found in the Kitchen, in Tao's dog house.
