Playing with him gives 5 Happy Points for a handshake. Sitting on his tail gives no Happy Points. After about 12 day cycles of interaction, you'll be able to kiss Primopuel through his interaction menu during the daytime. This interaction earns 6 Happy Points.
 
After unlocking the ability to Kiss him, his dialogue during the day changes to call you his love or his baby. His dialogue at night doesn't change in any way.
 
He can be continuously interacted with during the day for seemingly infinite Happy Points, with the exception of sitting on his tail, which as said before gives no Happy Points.

He can only be released from the piano after the Treasure Maps have been received from Captain Plankbeard. He must be given to Mr. Sanderson after he is found. He is later found in the Kitchen on the table at night, where talking to him and answering Yes earns you 19 Happy Points. During his nighttime jaunts he had three total interactions. In order to get his Sticker he must be played with while humans are around in the International version.
